Innovision Consulting is conducting the second round of Organisational Capacity Assessments (OCA) under the baseline study for the Nagorikata: Civic Engagement Fund (CEF), in partnership with GFA Consulting Group. Thirteen OCA sessions are being conducted in this round, following 94 sessions in the first round. The assessments cover project-supported CSOs, CBOs, consortium partners, and community-based platforms through a structured review of their institutional strengths and capacities.
The OCA is a scorecard-based diagnostic that Innovision designed to measure how ready an organisation is, institutionally, operationally, and technically, to plan and sustain its programmes. It scores five domains: governance and leadership; civic engagement and accountability; gender equality and social inclusion (GESI); organisational capacity development; and innovation and learning, using a 5-point maturity matrix. Rather than a survey or external inspection, each session brings an organisation's own board, management, and staff together to review evidence and negotiate a consensus score, turning the assessment into a shared learning exercise.
The OCA is a part of the wider baseline study covering 26 CSOs supported by the Nagorikata programme, which focuses on human rights, women’s empowerment, democratic governance, and the rule of law. Innovision designed the baseline with grantees directly: co-design workshops with the CSOs shaped the study's indicators and sampling approach, and a dedicated training equipped 16 qualitative researchers, 44 enumerators, and 9 supervisors to collect data to a consistent standard. A second cohort has since gone through the same co-design process, extending the baseline's coverage.
Together, the OCA results and the wider baseline data give Innovision and its partners a working picture of organisational readiness across the programme, and a fixed point against which progress can be measured as Nagorikata continues.
