
Innovision Consulting has completed the Mid-Term Evaluation of BRAC's Strategy 2021–2025, a nationwide study covering urban, rural, and climate-vulnerable hard-to-reach areas across Bangladesh. The evaluation assessed BRAC's progress at the halfway point of its current strategic cycle, examining how well its programmes and organizational priorities are delivering against the goals set out in 2021.
BRAC's strategy is built around four pillars: inclusive growth, gender equality, building resilience and wellbeing, and investing in future generations. Alongside these, five organizational development priorities address systems strengthening, leadership, advocacy, and monitoring and evaluation. The evaluation looked at all of these in depth, covering both what has been achieved and where gaps remain.
The assignment used a quasi-experimental, mixed-methods design, combining a nationally representative household survey of 12,800 respondents, with extensive qualitative fieldwork. This included focus group discussions, key informant interviews, and in-depth interviews across multiple BRAC programmes. The team also carried out desk reviews of programmatic and strategic documents, field observations at service delivery sites, and stakeholder consultations at local and national levels.
Bringing different data sources together was a deliberate part of the approach. It allowed the team to cross-check findings and build a stronger, more reliable evidence base. Validation workshops with BRAC's programme teams were held to test emerging findings and make sure the conclusions were grounded in what teams actually experience on the ground.
The study generated a consolidated body of evidence on BRAC's progress across sectors and geographies. It documents key achievements, flags implementation challenges, and points to areas where strategic adjustments could strengthen delivery in the years ahead. The findings are intended to feed directly into BRAC's planning and learning processes for the remainder of the strategy period.
